Accreditation of Domestic and International Organizations


Observer organizations (entities) are an important element in ensuring the integrity, transparency and legitimacy of the elections.

In order to be able to observe various stages of the election process, observer organizations must be accredited by the JEMB.

Domestic organizations based and registered in Afghanistan can apply for accreditation and registration by submitting required documentation in any of the 34 JEMB Provincial Offices or in JEMB HQ in Kabul.

International organizations and Non-Governmental organizations with an international scope can apply for accreditation and registration directly with JEMB HQ in Kabul by contacting the Accreditation Unit via email: accreditation@unops.org.af

Each organization/entity should appoint one Liaison Officer, authorized to apply for the accreditation of the organization, registration of its observers and to act as liaison with the JEMBS on all issues related to election observation.

Accreditation of Observer Entities
In order to be accredited as an Observer Entity, an organization should:

1. Submit the Application Form A01: Entity Accreditation to any of the 34 JEMBS Provincial Offices or to the JEMB HQ in Kabul.
2. Submit documents that prove the eligibility of the organization (a non-governmental organization should be registered with the Ministry of National Economy and a social organization should be registered with the Ministry of Justice).

Registration of Observers
For each individual observer, the Liaison Officer should submit:

3. Application Form A02: Observer/Agent Registration to the JEMBS Office through which the Entity was accredited.
4. Signed Code of Conduct for Electoral Observers, Political Party and Candidate Agents

The Observer Entity by signing the Undertaking in the A01 Form, resumes responsibility for all the Observers registered under its name.

According to the Article 4 of the JEMB Regulations on Electoral Observers and Political Party and Candidate Agents, in order to be eligible to be registered as an Observer, a person must:

a. Be at least 18 years of age on the day on which he or she is registered
b. Not be an active duty member of any police, military or security force;
c. Not be a candidate for the Wolesi Jirga or Provincial Council ; and
d. If that person is an Agent or domestic Observer, be registered to vote in Afghanistan.

The Entity Liaison Officer may present the documents in person to any of the 34 JEMBS Provincial Offices and/or to JEMB HQ in Kabul. Form A01: Entity Accreditation and Form A02: Observer/Agent Registration or downloaded from this website and submit the forms either by e-mail (accreditation@unops.org.af) as a scanned attachment or by fax (+93 (0) 70 106 175. If applying by email or fax make sure that copies of all required document are submitted as well.
