Political Party and Candidate Agents play an important role in ensuring the integrity, transparency and legitimacy of the elections. They represent the interests of the political parties or independent candidates at each step of the electoral process. A political party or independent candidate can apply to be accredited as an Agent Entity. Candidates are entitled to apply for accreditation as Agent Entity only after the Final Candidate List is certified (12 July 2005).
Each Agent Entity should appoint one Liaison Officer authorized to apply for accreditation of the Entity, registration of its Agents and communication with the JEMBS.
Entity Liaison of each accredited Agent Entity will receive a copy of the Entity Liaison Briefing Pack as well as a copy of the Guidelines for Political Party and Candidate Agents for each registered Agent.
Accreditation of Agent Entities In order to be accredited Political Party or Candidate should:
1. Submit the Application Form A01: Entity Accreditation to any of the 34 JEMBS Provincial Offices or to JEMB HQ in Kabul.
2. Submit documents that prove the eligibility of the Political Party or Independent Candidate (Political party should submit documentary proof that it is registered as a political party with the Ministry of Justice and an independent candidate should submit his or her JEMB candidate identification number).
Registration of Agents
Upon the accreditation of the Agent Entity, for each individual Agent the Liaison Officer should:
3. Submit the Application Form A02: Observer/Agent Registration to the JEMBS Office where the Entity was accredited.
4. Submit the Code of Conduct for Electoral Observers, Political Party and Candidate Agents signed by the proposed Agent.
The Agent Entity, by signing the Undertaking in the A01 Form, resumes responsibility for all the Agents registered under its name.
According to the Article 4 of the JEMB Regulations on Electoral Observers and Political Party and Candidate Agents, in order to be eligible to be registered as an Agent, a person must:
1. Be at least 18 years of age on the day on which he or she is registered;
2. Not be an active duty member of any police, military or security force;
3. Not be a candidate for the Wolesi Jirga or Provincial Council; and
4. If that person is an Agent or domestic Observer, be registered to vote in Afghanistan.
The Entity Liaison Officer may apply in person directly to any of the 34 JEMBS Provincial Offices and/or to JEMB HQ in Kabul. Another possibility to apply is to download Form A01: Entity Accreditation and Form A02: Observer/Agent Registration from this website and submit the application forms either by e-mail (accreditation@unops.org.af) as a scanned attachment or by fax (+93 (0) 70 106 175. If applying by email or fax make sure that copies of all required document are submitted as well.
