The JEMB
To provide the technical legislative framework
and to oversee the election process, the Joint Election Management
Body (JEMB) has been established by Presidential Decree. The
JEMB includes both Afghan members appointed by the President
to the Independent Afghan Electoral Commission (IAEC) and international
election experts appointed by United Nations Assistance Mission
in Afghanistan (UNAMA). After the end of the transitional period,
the JEMB will cease to exist, and the IAEC will take over full
responsibility for all future elections.
The JEMB issues regulations, Procedures and
decisions concerning the electoral process.
The JEMB Secretariat
The JEMB is assisted in its work by its Secretariat,
which is comprised of dozens national and international professionals.
The Secretariat implements the policy decisions made by the
JEMB.
The Election Complaints Commission
The Electoral Complaints Commission (ECC) is
an independent administrative tribunal that is responsible for
judging compliance with the laws relating to the election, including
the electoral Regulations, the Constitution, and the Electoral
Law. Any person with a legal interest may file a complaint with
the ECC if he or she feels that a violation of the law relating
to elections has occurred. When the ECC finds a violation, the
ECC may impose fines or require remedial action among other
powers that it has.
The Media Commission
The Media Commission's role is to ensure that
voters have an opportunity to make an informed choice when they
vote. The commission Monitors the media for fairness, balance,
accuracy and informativeness, and adjudicates complaints against
the media during the election campaign.
