The JEMB Secretariat is implementing the election operation from HQ in Kabul, eight regional offices and 34 provincial offices (plus two sub-offices).

The Chief and Deputy Chief Electoral Officers head the JEMB Secretariat organisational structure. The Management Office, consisting of the Chief of Operations and the Chief of Staff underneath the Chief Electoral Officer, assume responsibility for the day-to-day management and coordination of a flat structure of Departments. The Chief of Operations ensures that all departments and offices implement the operational plan according to the budget and timeline. The Chief of Staff ensures that the resources necessary to conduct the operation are in place and that the organisation runs efficiently to implement the operation.

The JEMB Secretariat Departments are External Relations, Legal Services and JEMB Support, Public Outreach, Support, Program Management, Communications and IT, Security, Training and Capacity Building, and Field Operations. Heads of Department report to the Management Office. All operational issues are managed by the Chief of Operations, while all resource issues are managed by Chief of Staff.

The Field Operations Department coordinates the work of eight regional offices. All communication related to the election operation between HQ and Regional Offices is channelled through this department.

The key tool for communication to the field is the Daily Instruction, in which all official instructions and information to staff in the field is included. In addition, Field Operations compiles a list of outstanding issues and questions from all Regional Offices, which are distributed to relevant departments.

The Joint Election Operations Centre (JEOC) is an inter-agency and cross-departmental mechanism that has been set up to coordinate key aspects of the work of the JEMB Secretariat in regions and provinces. JEOC includes representatives of various departments; these components vary according to the stage of the operation. Key components include Field Operations, Support and Security. JEOC will be supplemented by representatives from Training and Public Outreach during relevant phases of the operation.

JEOCs will be replicated at the regional office level.

Regional Election Coordinators (REC) head the Regional Election Offices and manage regional external relations, logistics, administrative, security, training and public outreach staff.

RECs are responsible for the overall management and direction of the election operation in the respective region. They ensure coordination of all election activities throughout all provinces of the region, liaise with other UN and external agencies at the regional level and directly manage all regional election staff and Provincial Election Officers. The Regional Election Coordinators channel day-to-day communication through the Field Operations Department in HQ.

Under the management of the Regional Election Coordinator, all regional staff undertake regional election activities. RECs coordinate the work of Provincial Election Officers of the respective provinces.

Overall responsibility of the Election project in the regions lies with the Regional Election Coordinator (REC). Similarly, the person in charge of the Elections in the provinces is with the Provincial Election Officer (PEO).

Provincial Election Officers (PEO) head the Provincial Election Office and manage the provincial election team. The PEO is responsible for implementation of the election in the respective province.

PEOs are responsible for oversight and management of the election operation in their province. They ensure coordination of all election activities in the province, liaise with other UN and external agencies at the provincial level and manage all provincial election staff. The Provincial Election Officer reports directly to the Regional Election Coordinator in the respective Regional Office.

Under the management of the Provincial Election Officer, all provincial staff will undertake election activities.
