| The
Joint Election Management Body (JEMB) recognizes
that election observation can play a significant
role in ensuring that the entire electoral process
is conducted in accordance with the law and international
standards and enhances both domestic and international
confidence in the elections. The status of observers
has been recognized in the Electoral
Law and JEMB
Regulation on Electoral Observers.
In order to facilitate
election observation the Joint Election Management
Body Secretariat (JEMBS) established the Observer
Facilitation Section (OFS), responsible for providing
the observer organizations with information on
the electoral process, as well as the work of
the JEMB and its secretariat.
Each accredited
Observer Entity will receive a copy of the Entity Liaison Briefing Pack as well as a
copy of the Guidelines
for Observers for each registered Observer.
To be able to observe
different stages of the electoral operation, domestic
and international organizations should apply for
accreditation.
Please note that generally the JEMB will only
accredit organizations as observers, not individuals.
The Secretariat will then register individual
observer delegation members as persons representing
the accredited organizations.
