| An integral part of the
2005 elections is to reach out to Afghan communities,
governmental, and non-governmental institutions
in order to create a broad understanding of the
electoral process and to encourage participation
among all citizens (including women, the disabled,
and nomadic groups) to contribute toward the rebuilding
of Afghanistan .
Information for voters in the
2005 Wolesi Jirga and Provincial Council elections
is provided through the JEMBS department of Public
Outreach.
National and international Public
Outreach Officers are deployed in every province
of Afghanistan. Their aim is to reach Afghans
at all levels of society in broadening awareness
of the electoral process.
